The only issue I had - very expensive shipping cost due to hazmat (batteries) in my case. So, if your product fall under hazmat category - check handling and shipping fees first.

So yes, while the Rogaine solution itself may not be hazardous, the aerosol containers are what makes them hazmat, and we must treat and handle them as such.
