I have questioned this on multiple occasions, if you do not dispose of a tire how do you get away with charging for it. I was told it is a standard charge when purchasing a tire, this is as false a statement as I have heard. If you pay to have a tire replaced you have to pay a disposal fee at the place where you had it changed d or take it with you and dispose of it yourself...this is crooked and should not be allowed. I had to pay $9 for a disposal fee at a shop because they actually are disposing it for me, what did you do?

The current lead time is listed at about 8-10 business days to receive the item. As for the material, I do believe that it is a synthetic leather material but I cant find a direct answer to that on Cobra's site so I am not 100% sure.
