Using ID.me I was finally able to set up a MySocialSecurity account with a foreign address and mobile phone number. The procedure was not very complicated - the needed codes came through quickly and the e-mails also - and it was easy to upload the necessary document files (photos not accepted). Once they were approved I was informed of how long the wait would be to speak to an agent so I could decide whether to wait or come back another day. The video chat was also very easy (in comparison with a recent attempt at my first Zoom call) and the agent extremely friendly - it took just a couple of minutes to show her my identification.
