To think you can be paying off overpayment unemployment over 20 years. They won't remove penalties or interest and if you become unemployed they will deduct it. The laziest staff in history.
EDD is horrible and such a freaking joke! They have more than five telephone numbers and all of them will either hang up on you or lead you to another number that will eventually hang up on you, or will simply not respond to your specific needs, and then hang up on you. Think you're going to get a live person in that case? Absolutely not! What you will get is hung up on after waiting close to an hour or more. There is no way that since covid, they have not been able to catch up at all. What have they been doing?! They are working from home remotely thus we can't go into an actual location. But, if you have any real questions and need real answers, you cannot get a live person over the phone nor via online chat to remedy your issues. What are they doing with the money that they're getting during covid?. Clearly, absolutely nothing! They should be shut down and let some other entity take over and do the work to get the job done! This is very frustrating and California really needs to get their act together! Big time LOSERS!
Before I begin, if anyone needs to get through to EDD's SDI (state disability insurance program) because it is literally impossible if you don't know this, you must call, press 1 for English (or listen to other languages and pick yours), then it's press 3, then 2, then 1, then 0. Just wait only long enough to hear a bleep of what the automated system is saying before pressing those 1, 3, 2, 1, 0. Also, I've only gotten through at the Very end of the days.
I have spoken to at least 10 workers in the last year and I am sad to say that 7 of them were either extremely rude, hung up on me or did not answer my questions. Something is genuinely wrong with this agency when workers feel ok telling their customers that they are "rambling" when I ask in a nice tone "help me please understand what the next steps will be since I have been dealing with this same issue for the past 2 months and had I not had savings, I'm not sure what I would have done... is there something EDD does when a mistake keeps happening and someone can't pay rent?" It was a genuine question met with hostility and I was then told I'm rude and told I'm saying things I was not and then hung up on. In the past year I had a worker tell me that they get to decide whether to follow governor Newsom's Covid-19 orders written into law which allowed the waiver of the first week of disability for those who had to quarantine... they literally broke the law and told me they make the rules. Absolute joke and sick.

Today 02/28/2021 I started my day with a hit cup of coffee and begain my time consuming endeavor with the California EDD phone line (*******636) which claims to be open from 8am-8pm my irst attempt was at 7:59 ecactly after listening to the prompts whuch took around 1 1/2 minutes i was told they were closed. I then called back and gof diconected after about the same time using different prompts. On the third try i got througj to an operator but was told i needed to be transferred to someone else and that the wait time soukd be thirty minutes. So i waited... And waitied some mire and after about dour hours and thirty minutes i took a video of me waiting... And then the phone hung up. Im so let down by the ststem thats currently in place. I am writing this in desperate need. I am on disability from getting cancer in my 50's since August, to make matters worse, I had several rounds of chemo due to the amount of cancerous tumors I have. EDD has my automatic payments on hold due to suppose fraud doctor claims out there and need verification, but have not reached out to my doctor team nor have not helped me over the phone, staying on the other end since 8am sharp and hearing their pathetic music loop over and over for hours with no live person in site for days. I have major surgery this January ( only a few days away)with no payment in site and need my funds which is owed to me and yet EDD is playing GOD and hanging it over my head without giving me a dime. I have used my credit cards to the point of getting them at the max, and am not able to work due to surgery around the bend, throwing up from chemo, etc. This is CA EDD, which is pathetic. Our Govenor Newsom needs to get on the ball and help is CA people! What will I do for income and to pay my bills, especially my admittance to the hospital which is required?! Can anyone answer that?
Clearly, waiting over a MONTH for my last EDD payment is cause for a phone call to EDD. I've heard all of the rumors about their incompetence, and they are all true.
The California State Auditor has responded to me with a letter [dated: 6/28/2022] basically saying they could not do anything to help me, which made me realize that they need to be dismantled as a government agency since they cannot or are unwilling to do anything for an average citizen with a legitimate complaint against another government agency.
The Government Claims Program finally responded to me with a letter [dated: 6/16/2022] stating that they would initiate an investigation into my claim and it so happens that in the midst of their "investigation", the EDD had contacted me via email for me to certify of benefits, which I did, but as it turned out it would be for only one week, and even a "continued claim" form that had been mailed to my address basically showed only for one week's worth of benefits, which I mailed back.
Not only have I not been paid the benefits I certified for, but the GCP mailed a letter [dated: 8/25/2022] to me stating that my claim was being rejected because "the State does appear liable for the claimed damages" and that I was "fully compensated for the Unemployment Insurance Claim that is the subject of this claim" and I say that both statements are complete LIES because there is no evidence has been shown to me to suggest an actual investigation was ever done and I have since shown proof that the State is liable, but tragically, stupid, cowardly, corrupt people have been allowed to be employed at our government agencies and reek all kinds of havoc within the system itself. Therefore, my position is that if agencies such as the EDD, the DGS and the CSA are being allowed to be dysfunctional, then they need to be dismantled immediately because intelligent people literally are being silenced so that stupid, cowardly, corrupt people can be paid to do absolutely nothing but cause confusion for those of us in genuine need.
Be advised that the California State Auditor (CSA) has sent a letter to me in response to my complaint and has stated that not only can they not keep me informed about the status of my complaint, but they cannot even engage in any kind of enforcement. I have filed a Government Claim with Department of General Services (DGS) and received a letter stating they were going to do an investigation, and on Saturday, July 30th, 2022, I received a "Continued Claim" form from the EDD, but for only one week of UI Benefits.
I am still owed $3,042.00 from my U. I. claim, which expired in September 2021. This is evident in my paystubs and checks when viewing how my payments have been issued without the additional $338.00. Plus, the EDD has stated that "you may be eligible for another extension.", which clearly shows that I am still owed the rest of my U. I. benefits.
I have since filed a paid Government Claim with the Department of General Services and have received no response from them. I have recently filed an online whistleblower complaint with submitted evidence to the California State Auditor (Case #I2022-0481) and I am now waiting for results from the CSA.
