The available options have given me the runaround for the past few days. Avast charged me $43.69 for a subscription I had cancelled months ago. PayPal has basically refused to accept the dispute and closed the case, saying it was "not an unauthorized transaction", when the literal definition of "unauthorized" is to do without consent. I cancelled it months ago, signifying they no longer had consent. And in a final email, PayPal told me to settle it with Avast... basically telling me to disappear. Avast had already emailed me back and said "your money should already be back in your account." So, even THEY realize they screwed up. Yet, PayPal still chooses to not help me. I can't even send a screenshot to PayPal, because that isn't an option in your "available options." "Contact us" only sends me to the "resolution center", which sends me back to the "closed cases", which sends me back to the "contact us" part. It's all just a runaround. I sent one last email to PayPal, and if it isn't resolved, I'll delete my account, and pray my bank will void the transaction and refund my money. Then THEY can deal with PayPal and/or Avast. I'm over this crap, and looking for better options for online purchases.
PayPal has poor customer service, poor attitudes, and poor protection. Your account gets hacked, the hacker makes charges, you dispute the charges, Paypal refuses and closes the case, then gives you the runaround... then sends you insulting and downright rude messages by email. Pathetic... that's the review. It's sad they're a monopoly and pay people for good reviews online. Check trustpilot and other REAL review sites. They have LOW reviews from actual people.
Used to be a fairly good service years ago and now turned into a complete junk!
They don't want to process refund, complicate rules and procedures and you have to spend hours to try to get your $10 out of them!

PayPal help me to contact buyer about my case but do nothing. They request me to provide credit attachment after I contact PayPal again over a month with the limit time. I done it within limit time. They deny my case and extend my case for 10 days. I try to redo but failed. Because the case is already deleted on the Resolution center by them. I explained to Customer Service and re attached document through Customer Service. The Resolution center refused my case after 10 days. The reason is they never received any document from me. Resolution center sucks. Customer Service is a joke.

This is by far, the worse financial service company in the world. The Philippine calling center is a demonstration of the worst customer support in the entire world. They ask your email address 5 times and take 15 minutes authenticating you. Then they can't help you because they can't speak English effectively and the connection quality is bad. So they transfer you to somebody in the same calling center - so you have the same communication problems. If they transfer you to merchant support - tech support workers Speak English, but they not trained, do not have Web sites and they aren't encouraged to setup eCommerce sites. So they don't have a merchant perspective and management doesn't seem to encourage skill development. When you ask basic questions about the API - they don't have a clue.
They say they're sending information to your account - but don't. When you call back to report problems with previous calls - they don't document the failure, and often repeat the same failure over and over.
There is no management escalation. If you complain and demand all day - you might get a callback by a know-nothing manager who has no interest or stake in the company.
I don't think Paypal is going to survive - the number of ruined business, frozen accounts, angry merchants and frustrated developers is going up - not down. This is actually a national security threat - since they can't freeze bank accounts without explanation or 3rd party audit.
It is about time for the class action law suit - and also maybe a buyout.
After trying to work with Paypal 22 years, I have virtually no confidence in the executives and founders to address these terrible problems - after all it is Elon Musk. Everything he touches turns into a confused hell on earth.

I purchased a bumper for a car. When the bumper came it I took it to a body shop for installation, the shop notified me that the bumper had a manufacturing defect and would take a minimum of 8 hours labor to repair. I opened a dispute with paypal and showed them pictures of the bumper placed on the car to test for fitment, showing the bumper did not properly fit. Paypal denied my dispute stating I had installed and drivin the vehicle. I called paypal and appealed, they asked for a letter from the shop stating they had not modified it and it would take 8 hours to repair. I submitted the letter and was denied again for "modifying the bumper" I called again, and again, and again... Everytime they reopened the case and then denied it the same day for the same reason! I then sat on hold with another rep for 1.5 hours while she reviewed the evidence and she got back to me and told me the case was closed in my favor and apologized for the difficulty I went thru. I got a email the next day stating my case was denied. I called again and the agent told me we will not find in your favor, call your credit card company.
Bad experience. My costumer said he received the service and PayPal still holds the money 21 days. I need to pay my bill but impossible to get the money but they say it s on my PayPal account but they won't t free it before 22 days. I ve lost a costumer because I had to tell him to make some manipulation and he has something else to do and I can t get my money

I had to change my phone number, but was not able to update the phone number on my PayPal. So anytime I went to login, PayPal still wanted to send a code to the old number. Simple fix should be to call PayPal, so I do.
They update the number to my current cell number, and that should have been it. Wrong! Even though they updated the number, PayPal still has the old number linked to my account and the code has to be sent to that number in order for me to log in.

I've had a PayPal account for years only because eBay insisted on it. After they haphazardly held my shipping funds several times I backed away from them.
Recently I started letting my clients pay me online through them until today. All of the sudden after over a decade they freeze my meager funds demanding answers as to what my payments are for, my photo ID, and photos of my "supplier" invoices and receipts.
For a $50. Payment for plumbing services rendered!
No such "Supplier or Reciepts" exists!
They say they won't ever consider my complaint until these demanded photos/documents are rendered.

I made a PayPal payment for an item purchased through an international website. Within a couple of days, the seller provided USPS tracking and it showed that the package was delivered to my zip code. I did not receive it. When I contacted USPS customer care they said, the delivery address is not matching with my address. I opened a case with PayPal showing USPS customer care text history. The USPS customer care chat clearly stated that the item has not been delivered to your address but to a different address in the same zip code. Paypal didn't care about it and the case was closed. I don't recommend using PayPal for any work. You will be on your own. Very poor customer care.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.
