Every single time I use this app it's a problem. Horrible customer service. They hold my money with no way to fix the problem. Very difficult to fix a problem. Not easy
PAYPAL has always been my online payment method of choice until recently I noticed they have no support for buyers. They rule in favor of sellers and could really care less if you are supported. On Nov 11 I purchased from an online company called Hyping. The purchase was for $111.70 for 3 items. After a month of no communication and no item I reached out to the company. I finally received a tracking number and received my delivery on 12/22. When I opened the package there were only 2 of the 3 items I purchased. Upon further investigation of the items 1 of the 2 items was supposed to be a mens XXL and at best it was a Childs large. There was no way it was usable. When I logged on to Paypal to dispute the charge I noticed the transaction was for $119.70 not $111.70 as I agreed to. So at this point I am out $83.80 and Paypal sent me a request for a "police report" to resolve this issue. I have spoken to 2 representatives from PayPal and they still ruled in the sellers favor because I could not provide a police report. This is the most insane I have ever seen and now I have to dispute this charge with my bank. Paypal doesn't care about any buyer only making $$$. Its a shame that things are this way. I DO NOT RECOMMEND PAYPAL TO ANYONE!
This is the only review I've ever written. It is so bad, that I took the time to find a place to review this joke of a company! Why is it that PayPal gets to decide they want to keep my money for weeks without a good reason? I have sold many items on eBay, and every single time, I have to go through multiple calls, emails, and sometimes even bothering the customer to get my money from PayPal.
My most recent issue was today actually. I sold an item through eBay's Global Shipping Program. The buyer received the item 3 days ago and PayPal claims they have no record of that. I offered the woman on the phone to show her the ebay page that said it was delivered, and she said they don't work like that.
So now, I have to reach out to the customer and bother him during his day. PayPal said I'll have to email him with some link where he can then confirm he got the item. I shouldn't have to go through all of this, and neither should the customer. This is the most shady way of doing business I've ever seen! I'm gonna have to completely write off PayPal, because this is getting absurd.
Paypal can freeze any account whenever their system chooses to. THEY FROZE OUR ACCOUNT FOR BUYING TWO TOWELS FOR OUR BATHROOM AND THEY WON'T GIVE US BACK OUR BALANCE.
No more eBay because of paypal. No wonder amazon does so much better than eBay and Amaxons stock is mire than 5 times as much. Anything linked to Paypal is a mess.
I purchased a software through Paypal from a China-based vendor (named Wondershare or Wonbo Technologies)), that I found out shortly after was a fraud (based on the numerous complaints I have read in several customer review platforms). The vendor sent a different item that was 5 times the price of the item I ordered. The vendor did not respond to me emails so I raised a dispute in the PayPal Resolution web page. After describing my problem in detail, PayPal denied my case stating that I ordered an item that was similar to what was delivered so my complaint of "item received is not as described in my order" did not meet the criteria of "not as described" since the items are similar. I found out there is really no clear appeal process for their ruling since they closed my case as I wanted to protest. So I opened a new case of "purchases not authorized" and explained why their ruling was wrong. I explained in layman terms that my software order was like purchasing a hammer for $20 and the vendor delivered a toolbox full of different tools costing $100. I said all I wanted was a partial refund of $80. Again my new appeal case was denied because they said "there was no unauthorized purchase". Hell No - Paypal is wrong. Of course I never authorized the purchase of a toolbox full of different tools. It seemed to me Paypal never bothered to read my detailed explanation. I said to myself that if I used my long-time credit card I would have gotten the support against the shady vendor. PayPal is a huge disappointment and so I have closed my PayPal account.
When I was in UAE for some business purpose i was having difficulty to pay a huge amount of money when needed. Hence Index Exchange LLC helped me in paying money directly to their bank accounts by Express Money UAE.
Do not trust PayPal everything I will call they give me a different account number to one card its not worth it. I have money that went to this card and it's gone no one knows where my money went.
I bought something from one of those new cheap retailers that make everything too small, and then I found that sending it back to them costs an astronomical amount to return, so they offered me $3 to keep it, cause they knew I wouldn't want to spend $25 to return a $20 item.
You find all this out later. If you went thru PayPal and you hope to get your money back, don't open a dispute. Insist Modlily or whichever one you buy from, gives you your money back first. Send it back and pay the crazy postage to China, then, and only then, contact PayPal for return postage.
The area you have to go to is well hidden on PayPal, but if you find it, send them the tracking shipping information, and hopefully you get it back.
I was not so lucky. I opened a dispute. I paid for return postage thinking PP would give it back to me, Modlily coerced me into closing the dispute, now PP says I can't "re-open" a Claim! I'll be lucky to see a refund. PayPay won't honor their shipping refund. I'm screwed and it sure looks like PayPal is in on this stuff from the way everything is handled.
Don't rate Modlily at the end of their claim site either until you get ALL of your money back!. That automatically closes the claim you have against them! They sure know how to fleece the Americans and PayPal is right there to help them.
PayPal must be making a fortune by joining up with these China retailers, and that's okay, as long as they protect the people here in the US that help build their empire.
Scammed out of a $1500 printer, then burned alive by Paypal who returned payment to scammer:
Purchaser paid for item with Paypal account, picked up item and signed Bill of Sale. Four months later, complained to bank that transaction was not recognized. Paypal asked for tranaction details, in particular shipping receipts. As I did not ship product, I was deemed "guilty" and Paypal refunded money.
Paypal claim that because the scammer complained directly to their bank, they cannot not force the bank to refund funds. The supposed "seller Protection" is a total sham and would not compensate me for their error in ignoring the proof that the customer had picked up the goods. Be very wary. Use extreme caution and be ready to loose product and funds with Paypal. My suggestion- find an alternative to Paypal.
Their suggestion to me: go to local "authorities" to get my money back, but without the bank name, address and account number (because that's confidential) -nothing can be done. What rubbish!
We run an outdoor festival. Due to weather conditions (a record high temperature), not all aspects went as planned. This is not unusual for an outdoor event... the weather can change a lot of things.
One customer demanded a refund because "the product was not as advertised",
We attempted, repeatedly, to make this customer happy, but the paypal
System just kept deleting our message and we got a "error on our end" message (meaning that the paypal system was unable to process our response to the customer)
We send a message to paypal through their "help" system, explaining that we were unable to get a message through their system and that we had even taken the step of contacting the customer directly (the customer did not reply), We only got a form letter from them telling us to use the resolution message system (um... that's the point of the message through "help"... the resolution system isn't working).
The end of the story is that the customer got refunded everything and it was made out to be the result of our inaction on the account.
Not cool... we will be deleting our paypal account and using eventbrite in the future.

I use PayPal since my parents use them. I think it's a convenient way and safe way especially when purchasing online. Everyone should have their own PayPal account.
PayPal is the greatest out there. Been using PayPal for personal and business use for many years and I can recommend them to anyone looking for good services!
A terrible service with very poor customer service. Money often gets locked up for no reason and their verification processes take a long time and are often unfair.
I have used Paypal many time even when I was on ebay purchasing items it is a very save way to pay for your items. There website is very safe to use I have found no problems.
I've been using paypal for some years now with no issues. I like it because it's convenient and I feel secure when using it. I hate to not use it now with identity theft becoming so popular.
I had a non delivered purchase of over a 100.00. They are getting it back to us, Had t tracking # that we ordered was sent out before we ordered it, and received the day we ordered
I bought a dress off of Etsy. The seller uses Pay Pal. It had been a while since I've used Pay Pal, and forgot that my older Visa card was linked. Well Pay Pal paid the seller for me. I then had a negative balance. I attempted to pay it online, over the phone, and resolve it with pictures of my current card and drivers license on Pay Pal. PAY PAL WOULDN'T TAKE ANY OF MY PAYMENTS, BECAUSE THEY WON'T ACCEPT VISA@!@!@! THEY RUSHED THE NEGATIVE BALANCE TO COLLECTIONS!@!@!@!@!@!@! IT'S BEEN THERE FOR A WEEK. THIS IS BEYOND FRUSTRATING AND RIDICULOUS, BECAUSE I AM TRYING TO PAY THE GODDAMN BALANCE. THEY SAY IT HAS TO BE A MASTERCARD OR AMERICAN EXPRESS... THE LAST TIME I CHECKED DOESN'T THE ENTIRE WORLD RUN ON VISA?

Two seperare times I did a disputefor different things! This one, a product that was suppose to be a 16 oz and they sent me a 4 oz. I gave paypal pictures, emails everything they wanted and they still denied the dispute! Do to not enough information. WHAT! I gave them everything! The website even took the posting off the website and not a mention of them from paypal. Tryin to get though to someone was a nightmare finally did and they said they would reopen it. Well they never did! Tryed again and they said it was closed. I even showed them pictures of how much I paid for a 16 oz since I buy this product often. They want their money and dont care about their customers. I"m not letting it happen a 3rd time.

I bought an item that was totally wrong, advertised as "handmade, hand quilted, made of brushed Kona cotton", picture was beautiful with wonderful quilting and vibrant colors and I was buying from a company from Texas. I received an item from Texas, not handmade, not hand quilted, not vibrant colors, not brushed cotton and it was just a picture printed on cheap polyester/nylon fabric. Hideous. I paid $99.90. Company first offered to refund $30, nope, still way too expensive for a cheap quilt that I wouldn't even use for my pets. Then said if I return the "quilt" to China at my expense they would refund the money. Cost to return? $70. Paypal agreed with this company, denied my claim and I'm sitting here with something I would feel cheated if I paid $10. Paypal is not the company it once was. Use your credit card as that company will have your back. Looking to see what a better option is than Paypal. 20 year customer and I'm done. I do not think anyone actually reads our messages to Paypal.

Answer: I'm thinking someone has to work there, if you send messages you will get a canned reply, I get the same response from 10 messages, basically "suck it up buttercup, you have just been played" but if you try to actually talk to a person good luck.
