The money appears in your account the following business day, and the transfers are easy and rapid. I highly suggest it. Extensive accessibility on nearly all websites. Cons include phishing attempts and spoof emails sent to the official email address by people posing as Paypal, which implies ongoing cyberattacks.

I had two fraudulent charges on my account and after repeatedly trying to address the issues via the app I had to call their "help center" only to be told that because I monitor my banking multiple times daily (due to past identity theft) and had to wait until a certain time of day to contact them that, the fraudulent charges made across country from me weren't fraudulent and they're doing nothing. Even though two more fraudulent charges tried to process after they were aware of what was going on. Another from the person that already defrauded me. Oh, but they're so sorry for the inconvenience and our hard-earned money being taken from our account.

When you escalate a claim you assume PayPal reads the entire complaint however after my previous experience I have discovered they didn't understand the actual issue. They actually missed the entire point. The issue was about purchasing of insurance that didn't cover my item, the issue was not my item. There are 2 lessons here, retailers are now desperate so be careful and PayPal has clearly been outsourced as their grasp on the English language is clearly absent.

Another account access problem from overseas required me to make a call to customer service. This time, the phone number provided by the website's "help" > "contact" tabs worked - a noticeable improvement over the last effort in 2020. Upon entering a code received from the website, I went through a reasonable maze of options and was promptly rewarded with live help from a patient, helpful, excellent customer service rep.

Upon answering 4 reasonable security questions, the rep changed my account details as needed - something previous reps refused to do.

Finally, it appears that Paypal has added an international phone number option for receiving 2FA texts - something unavailable for me before as a U.S. resident. I don't know whether the "home address must match prime phone number area code" requirement is still policy, but the rep was able to enter my intl number and test it with a text.

Paypal's 2FA process may have improved with the international number option, but some long term verification is still needed. Further, if an email option is allowed, as I elected some time in the past, it did not prompt such an option for me in this case.

Paypal is expensive but necessary at times. I give them credit for hopeful improvements by upgrading my rating.

Terrible Business For World Traveler

As a full time world traveler, I am forced to occasionally use Paypal for private lodging arrangements. Paying the high 4.5% transaction fee is enough for me to avoid the service whenever possible, but trying to maintain access to my account has been so problematic that the company deserves the worst rating possible.

Here's a few negatives that any prospective customer should realize, understanding that account access, payment option, or profile change issues require a security code to be texted to the phone number on record:

- a secondary login verification is generally needed from overseas
- the system won't accept an international phone number for such verification
- the system won't text to a virtual phone number (that VOIP systems use)
- the system has no email or alternative security question options for verification
- customer service reps cannot provide account access through any other means
- as of November 2020, a live help call receives a no service available recording
- as of November 2020, online message help is effectively useless

In my experience, PayPaI provides terrible customer service for a very high price and restricts customer access to their accounts with excessive phone requirement restrictions. If you haven't started doing business with them, I'd suggest keeping it that way, especially if you expect to use it from outside of the U.S.

The worst thing I did in my life is that I opened a PayPal account. My account was hacked and I can't access it until this moment. My money was embezzled due to poor PayPal customer service. They don't care about complaints and they don't handle complaints quickly. Reasons why you should not deal with PayPal
1- It is not secure because you can change the password a million times a day and the PayPal system does not alert you that your account has unusual activity, which means that hackers can hack your account.
2- When your account is hacked, it is not possible to communicate with PayPal, because the only way to communicate in one case is to enter your account and then you can talk to them, how can you do that when the hacker changed the password and you do not own it
3- Each PayPal office in all countries is different from the other in the speed of solutions, as they are not a unified system
4- The first international language, which is English, is not included in non-English speaking countries. For example, you are in Belgium and you want to communicate with PayPal in Brussels. They will speak only two languages, which are French and Dutch.
5- They cannot recover your account when it is hacked and they delay you for very long periods without radical solutions
6- In the case of accessing their websites, each country differs from the other in the way of communication. For example, in some countries, when you cannot enter, there is the possibility of entering as a guest and communicating with them to exlain your problem. In Belgium, this item is not available. When you click on the Contact Us link, you will be directed to the error page. This means that the actions of their sites differ from one country to another, and this proves that No centralization or unified system for them
7- About communicating with them, it will take more than 10 days to respond to your e-mails and there are no immediate solutions. This means if your account has one million euros and you are the owner of a company and you have daily financial obligations, you will not be able to dispose of your money in your PayPal account because you cannot enter your account and theydo not have quick solutions for you, and their messages begin with the word apology only without immediate solutions, and you die every day a hundred times from the nervous pressure facing you and your money is seized and you do not have any information.
This is what happened to me until now. I advise you to stay away from PayPal for these reasons. You will feel and believe my story when your account is hacked and disasters begin.

A month after I filed a complaint with the Better Business Bureau, PayPal contacted me and said they were issuing a refund. I'm glad they finally "showed up" and am happy to have a refund for the defective product I received but am still very unhappy and jaded by the experience. Five hours have been wasted on this transaction... that is unacceptable to say the least.

PayPal's buyer protection is a farce!

I ordered a curling iron that was advertised on facebook, paid for it using my PayPal account (supposedly has buyer protection). The item received, doesn't heat up, doesn't work. I tried emailing the seller with no response. I opened a case with Pay Pal, they say I have to mail the item back to the company at: XiamenNo. 41, Chaoxu Road, Xinlin, Jimei qu, China. I called Pay Pal, they said that is the way it has to be because the company won't contact them either. I stand the chance of being out even more money by shipping it back to them. Plus, the seller has to acknowlede that I sent it back... they probably won't do that either. Lastly, it will cost as much as my refund in return shipping! End group analysis, PayPal is impotent. A seller in another country can mail you a stick, say it's a curling iron and you have no protection what so ever.

Tip for consumers:
You have no protection with PayPal, I found this product in a Facebook ad, obviously won't do that again either!

PayPal is a vital tool for me so I'm thankful for it. However, the design and security tinkering over the last two years has given no improvements at all. Firstly the new telephone alert simply to log is happening every day. It's simply too much. Then the design overhaul seems to come from a department that's making changes that are not well thought out. When I want to check last year's payments I have to shrink the screen of my 14'' lap top down to 68pc simply to allow it to function.

I had money sent to me for someone else to help someone else. I had to get cash for the Impound Lot. Almost a week later, Paypal rev the payment and deducted the 658.04 from my disability deposit. Paypal is not secure, does not verify money transfers and if they make a mistake. They will charge you!

I would not and will not recommend PayPal.

Like many businesses that handle payments, PayPal levies fees for their services. It's always wonderful if costs can be reduced so that creators may keep more of the money they work so hard to earn, even though I expect and accept that fees are ultimately inevitable. When price increases are necessary to take percentages into account, it is unpleasant. However, in general, I have found PayPal's costs to be among the lowest, so this is a very small issue.

I like not having to pull out my credit card, but their customer protection services are terrible. And they bury some pages so deep that I wonder if they want you not to use them. That said, I use them a decent amount and do appreciate it's existence. But it's not a great faith builder in Ebay purchases.

I capped up my card via direct withdraw from my bank. Has cleared my bank but held for 10 days before they apply it to my account. As a safety measure...they have a backup source for my sales, holding it hostage and earning interest and cred on how big their own bank acct is. If I had not called the hold could be 30 days

The dispute outcome depends on the rep overseeing the claim, some reps don't care. It's best to get them on the phone. It's hard to trick the automated system into transferring your call to an actual agent. When reps dismiss my claim, I try again. You have to be patient, and polite but eventually they do get you a refund if they understand the situation. I've had bad customer service where agent just hang up, or redirected me to a dead end etc. I wouldn't use them for my business, or anything crucial, I don't use their other services because of unreliability.

I did a transaction through PayPal. I misunderstood the instructions of the dispute resolution as to me it was unclear. I sent them an email asking for a specific reply and I kept getting the same response which did not answer my question. Only after numerous attempts and huge writing in my subject matter did I get the required response but it still was not helpful. I asked for a refund on part of my transaction for an order which to date I have not received after months of waiting but have not received it. PayPal may be a safe way of paying but not very good at follow up if you have trouble with scammers. Before you pay for items PayPal should have a warning that informs you of the country you are making the payment to or warn that they have had previous trouble with this site. I was not aware that it was a Chinese company I was dealing with.

As an eBay shop owner since 2008, and a Paypal user for many many years, most of my Paypal-ing as been positive. It's very easy to use and super convenient.

The problem comes in with people gaming the system and Paypal seeming to not care about this problem. My eBay store is NO RETURNS/REFUNDS. Well, people have figured out that if you accept Paypal as a payment, and you deny their refund request (usually it's buyer's remorse or some other fault of the buyers, which I have no time or patience for). They jump over eBay's head and tell Paypal they want a refund and AUTOMATICALLY get it once the tracking shows that they sent the item back. TERRIBLE system. Great for scammers.

I get why this would be great for honest shoppers but more and more I am running into scammers and con artists using Paypal to con people and not follow store rules.

Paypal really needs to do something about this. They give a very long time (6-9 months IIRC) for a buyer to request a refund! Why so long? The time should be shortened. This is ridiculous.

Verified purchase

Paypal charges about 4% for using their invoices and keeps YOUR money from you for several days. The reason is to provide the customer with some protection in the event of a dispute or return, which is fine, I agree with that. What I DON'T agree with is the surprise fee at the end of the 11-21 day waiting period. After holding your money for several days, in order to have your money "Available instantly" PayPal has the nerve to charge an additional $25 fee, otherwise the funds might not arrive in your account for up to 3 MORE business days. The other option is issue a refund and start the payment process all over again with another payment processor. That's a scam. If I had known in advance PayPal was going to pull something like that, I would have just used Cashapp or Zelle, like I plan to do from now on.

Tip for consumers:
Paypal needs to disclose all possible fees up front---from "sale of goods" to the deposit into my account. They know this (they've done millions of transactions, the information withholding is obviously intentional).

I have been using PayPal a lot lately and they're improving in ways. But it's still pretty inconvenient at gas stations, where you have to go inside and prepay if you have less than 300$ or other high amount in your account. They've come a long way from being a small payment processor, and are now almost at the level of a major bank. But they could be more flexible.
