The glasses colors weren't neon they were dark

I am a retail business owner, and I've been a customer from this website since May 2014. From recent order. I found out 1pair of sunglasses has been scratched already. It happens from other wholesales too, so I understand this kind of situation. I just needed to return it with shipping label.
I sent an email then explained about this problem.

Unfortunately we don't offer return labels for defective items, as stated in our policy. You may return defective pair of sunglasses within 30 days of receipt and a credit will be issued however we don't cover or reimburse shipping charges.

Is this some kind of a joke?
Shipping cost is about $6 if you have to send a dozen of sunglasses. Who is gonna return it? 1 pair of sunglasses has been damaged which is $2.25 each.
The other wholesaler cover the shipping charge and accept return since the order has been arrived with defective pair of sunglasses. Cutomer has no reason to take the loss of shipping charge, it's not customer's fault.
