2. The person has a Dynamic IP address which means his/her ISP is assigning his device a temporary IP address only. Once the device is turned off and turned back on, the IP address will change, making it challenging to find the owner.
3. Additionally, network address translation (NAT) can be used to hide an entire IP address range from the outside world behind a single internet-accessible IP address. While it's likely coming from a personal home connection, the city may be correct for the ISP, but not the actual end-user that is a subscriber of that ISP.
4. Or it has been purposely removed/blocked for privacy, confidentiality, and security reasons by an individual or the state.
