I’ve tried searching for it on my end but was also unsuccessful. This may happen if the IP Address is under any of the following conditions:
1. The person is using a VPN (Virtual Private Network)
2. The person has a Dynamic IP address, meaning his/her ISP assigns his device a temporary IP address only. Once the device is turned off and turned back on, the IP address will change, making it challenging to find the owner.
3. Additionally, network address translation (NAT) can hide an entire IP address range from the outside world behind a single internet-accessible IP address. While it's likely coming from a personal home connection, the city may be correct for the ISP but not the actual end-user subscriber of that ISP.
4. Or it has been purposely removed/blocked by an individual or the state for privacy, confidentiality, and security reasons.

I paid $ 2.95 for a 7 day unlimited trial for VIN and the system is for my credit card information again even though I have already being charge for the trial.
