At first I didn't even realize I wasn't booking directly through the hotel. The system worked perfectly.
Stay away--here's the deal, and it's complicated so you get the short version. I made a reservation for a hotel, for 2 nights, the day before I was supposed to arrive, in a situation where I thought there was a good chance I would cancel. The hotel is overseas, so there is a time difference between there and the U. S,. So of course, I do what a rational person does: get a refundable reservation. So I click on that price which clearly says "refundable", fill in the blanks, and get my reservation. It's something like 9:30 in the morning where I am, and I can see that the cancellatio policy says "must receive cancellation prior to 4 PM Istanbul time/+2 GMT". Literally, something like 5 minutes later, I cancel the reservation. I get the cancellation message almost immediately, but don't read it closely.
So today I look at my bank statement and realize that they didn't refund all my money--they kept one night's cost. So I call them up to find out why. Turns out, because of the time difference between the U.S. and where the hotel is, when I made the reservation, it was already past 4 PM where the hotel was; i. E., it was never a cancellable reservation--as soon as I clicked the button to book what the site says was a refundable price, it was already past the deadline to get a refund.
Of course, when I called hotels.com to fight it, the refunds people kept saying, "well, you saw the refund policy twice before you reserved the room". Well, yes, but, I also saw the words "free cancellation", which wasn't true: as I said, at 925 A.M. when I made the reservation, it was already past 4 P.M. where the hotel was. And by the way, although I do travel overseas quite a bit, I have not memorized the time difference between my location and every other place in the world--get real hotels.com. No matter what the time difference, I expect that when I make a reservation at 0925, and cancel it at 0935, I will not be dinged for a night's stay.
Anyway, point being, once they have your money, don't expect common sense with these folks.
So when I called up the hotels.com number to plead my case, of course, they say that
No mention of Hotels One Till I received my Confirmation and No refund available if I need to cancel. Will not use again

I thought I was booking through the Holiday Inn Express but some how I ended up booking through Hotelsone I called Holiday Inn Express l to cancel due to death in the family I was not able to take my leisure vacation. I was told by Holiday Inn that "I booked through a 3rd party so I had to go through them and they ( Holiday Inn) do not charge a cancellation fee. So I went on line to Hotelsone to cancel which was quite easy to do; by the way I had 48 hours to cancel before I was charged. I called within 36 hours of my arrival date. So the fine print read "we do not charge for a change or cancellation fee; but the hotel property requires us to charge a 1 night stay and penalties. So naturally I called the Hotel they said" Think about it you gave your money to a 3rd party. I was on hold for 30 minutes with Hotelsone but eventually hung up because I kept getting their recorded message do you know you can go in line to change or cancel your reservations. To make matters worse! My credit card WAS CHARGED THE FULL AMOUNT 606.48 ON THE VERY DAY I CANCELED 36 HOURS PRIOR TO MY ARRIVAL DATE. 2 days later I received 384.26 credit back from the 606.28 I paid for the 3night stay. I AM ENTITLED TO MY FULL DEPOSIT. WHAT A SCAM. I I AM DEFINITELY GOING TO NOTIFY THE BETTER BUSINESS BUREAU!
