Hey Rogelio,
Unfortunately, Softbank Japan Network is considered one of the most difficult carriers to unlock. I haven't found yet an IMEI Unlock provider that can guarantee you a permanent unlock.
Now, even if your iPhone is locked on Softbank, you should be able to access the iPhone, unless it is iCloud Locked. If it is iCloud Locked and it is also blacklisted, then the news are not very good I am afraid!
