Yes I just ordered a dress but I'm seeing several reviews about the items going out of stock even though you charge my card. Can you confirm ?

I have been waiting a month for a top to arrive, it was not out of stock when I ordered. When I questioned what was taking so long, I was told it was out of stock and to wait 7-15 days. They charged my card, and thus far have failed to deliver or give a refund.
