I have been a member of PayPal for quite some time now, and there was a time where I had to go to the resolution center to dispute a charge from a merchant that requested my payment via PayPal (with my Capital One Credit Card). At the time they were able to issue me a refund, due to the merchant not responding to my email sent to them under PayPal's watch. I even used PayPal to make purchases on ebay, as well as successfully opened PayPal Credit issues by Synchrony Bank (I have 7 credit cards with Synchrony bank). After that they, along with Ebay, Synchrony Bank (issuer of PayPal Credit) worked together to screw me over. Ebay closed my account due to "violation of agreement", while PayPal closed my account that I have cards with, and Synchrony Bank closed the PayPal Credit where I have never used and with $0 balance. I respect their decision and this is a big lesson learned to not trust PayPal, Ebay, and Synchrony Bank*.
Bottom Line: shop at amazon instead of ebay, just use your card for transactions and skip merchants that only accept PayPal, and lastly, consider skipping applying for PayPal Credit.
*While Synchrony bank is a good company and I have been a happy customer service bank. Consider applying Amazon Store Card, or other store cards with them (i. E. JCPenney, TJX/Marshall's/HomeGoods/Sierra Trading Post, and Burlington). I blame PayPal and Ebay than anyone else in this matter.
