What this means is that the device is still linked to your iCloud / Find My account and is can not be used by another person until you've unlinked it from your account. We sent you instructions on how to unlink it but did not hear back from you.
If you're able to remove this device from your iCloud account we would be more than happy to continue with the transaction.
