I am new to swap.com and am interested in consigning. Do you pay for the first box/bag of items I send?

I was charged twice for each box that I sent to SWAP to sell. ($11.90 x 2). Why? Swap recycle all my rejected items (no returns).
Swap, if you're going out of business, please have the decency to tell us.
What is the situation re: inbound consignments? I want to start consigning, but have read that I can't get anything processed for months???
