That's my assumption. Some other people on this site might be able to answer that from actual experience.

They sell tickets they do not actually have yet. They started selling tickets for a Garth Brooks concert in Salt Lake City before tickets even went on sale. They have no way of knowing if they will actually get tickets to fulfill orders, and just cancel the order the day before the event if they don't have the tickets. Its pretty much a gamble with Stub Hub if you will get your tickets or not.

Stub hub only does resales so they can rip off the seller as well as the buyer

Hi Rachael, If you purchase a ticket labeled as Instant Download you will receive your ticket as soon as you order. If you purchase a mobile ticket or electronic download then you will be notified when your ticket is ready. Which would be no later than the date advised when you purchase. It is very rare to not have your ticket prior to the day of event. There are only a select few shows that require ticket delivery day of event. Some of these sellers do not own the actual tickets so they are buying time to get the tickets from someone else who can't attend the event and wants to sell their tickets.
