You have to apply for the Emergency Broadband Benefit on the FCC website. It's a government program that pays $30 month for either internet or phone service. If approved, you can choose a mobile provider. Some of the providers offer free cell phones with their cell service, which is paid for by EBB program. So you get phone and monthly service free, Qlink is one of those providers. Just apply at FCC website.
