I think they have had problems with forwarders in the past, because Parcl is does not control what other users do, until they investigate and somebody is proven guilty, people might have the wrong understanding of what the platform is. The service simply connects you to a person in the country you want to buy something from. They assist with refunds and security, but they are not keeping these guys as employees, everybody is just a user.
I came across Parcl through google search do know of other companies that offer similar services.
