My mom applied for and received a card, but they canceled it before she could use it. So she applied again and they sent a card, and again cancelled it. She now has to pay out of her pocket for expenses she thought the card would take care of. Can't reach them by phone. Need help.

Sounds like that credit card company is unreliable. As long as your mom has enough money to pay her monthly bill... she should be able to choose what company she wants... many with rewards. You should be able to find good companies online... such as visa or MasterCard... have her end it with the losers she is dealing with.
