Is budgetair.com is really bad? They are offering ticket at less cost but reviews are so terrifying.
Answer:
Yes it is that bad. Stay away, you never know if your booking will go through or not. They charge ridiculous service fees so if you dont have the correct type of card (mastercard, visa, debit, credit etc), they will charge you upwards of $20 minimum to make your booking.

I just want to ask how to cancel my flight on April 20 and make a refund because of coronavirus ?
Answer:
I know I am answering this too late but trying to cancel through Budgetair is a NO GO they do not answer the phone or emails it is a complete and utter scam. Always cancel with your airline first to be safe like I did... Since early February Budget Air has yet to answer the phone or return my emails, AVOID USING THIS COMPANY AGAIN!

I did. It wasn't the flight I chose. Cancellation is difficult or impossible. This company uses any number of delaying tactics to avoid giving you a refund.
