I need to raise a complaint against BudgetAir from UAE, (how and where) i will be able to make complaint?

1. Does BudgetAir have a call center, or phone number? 2. I can prove from the airline that they have refunded you so why are you not refunding me?
My booking w/ BudgetAir was unsuccessful for the reason "the fare you chose is no longer available from the airline" How long do they process refunds?
Don't work for a company that cheats people if you have any choice at all, it's bad karma.
