Does anyone know during the fast part of the diet (24 hours) if drinking water is recommended or discouraged for best results

Water is never discouraged, on any diet. Or no diet. Your body needs water to function properly. Dehydration alone will cause you to feel tired, weak, and unable to focus. Which leads to the average person reaching for the nearest sugar rush. Or caffeine, or whatever. Your body needs none of these, it's really craving water.
Drink up.

Yes please drink water
You should never be dehydrated
Water helps keep you full anyway
Hebal tea is also good and helpful
