Allpoetry seems to condone cyber bullying from my experience.
If a member/ poet privately messages another member/poet with the intention to discredit and spread rumours regarding someone they dislike, this is taken as "just the truth", whereas contradictory statements are made, in defending the poet who sent the messages.
I blocked and banned such a poetess and as she had not blocked me, she was seen as innocent, although what she had been saying had gotten back to my ears through friends.
They have these functions to protect yourself and then bring it up against you, when you use them.
For the young, budding poets, there are not adequate safeguards to protect them from sexual predators on the site.
Adult poems are not moderated adequately enough.
Also, if you lodge a complaint against someone with sexual harassment, especially with gold membership, they tell you not much can be done.
There also seems to be a timeline of reporting matters. This site has drained me so much I deleted it.

Membership status doesn't change moderation - we aim to give all members (free & paid) the same great service.
Young poets - on all social sites, below a certain age, parents should have frequent or constant supervision over their activities - we can't moderate at the level required for this. We DO take unsolicited advances towards people very seriously & that is not allowed, but we also only moderate upon user complaints, so not all posts are approved before being shown, like would be appropriate for a site targeted specifically at children (that would take a lot of man hours and money unfortunately!)
