I rent cars at least 3 or 4 times a year and always pick up the best deal available. Never had problems before, and the rates this time were good. When picking up, a worker took about one minute tops, inside the shadowish garage, to take note of all the scratches. I didn't get a copy of that report - but there already a few minor scratches in several parts of the vehicle.
I went outside of Lisboa - to highways and other places where parking is not a problem and there is lots of space everywhere.
So, 6 days later, delivering the car, everything's different and I had two guys checking every millimetre of the car, under Lisbon's July sun. And they found a "new" scratch on the alloy wheel, a tiny-minor-difficult to see (this time I took the pic...) for which they charged me 170€, well over what I'd paid for the whole renting. So, I've read reviews after that and concluded it's their business model: cheap renting, then overcharging clients with scratches that were already there.
They go by different names, the documents are issued in "International Car", "International Car II" and "SurPrice car rentals".
PS - I dare you to find the 170€ worth of damage in the photo...
