“Do NOT buy wrapping paper cutter”

I purchased the wrapping paper cutter. After nearly one month, I received it. It is NOT at all like the pictures or description. The blade to cut the paper is not even attached. It has a little piece of tape on it so I could attach it myself. However, this would mean I would have to KNOW where to attach it. $50 for a little piece of plastic and a small unattached blade. The item is not useable.
