I bought a maxed (all 99s) account that was recovered HOURs after the system auto processed the feedback for the seller. I had authenticator set up, changed the email address and password etc. The seller initially provided the wrong information for the account, and it took hours to get it logged in.
They asked me to get verification from the Jagex team that the initial owner took the account back, so I submitted a ticket just to get an auto-generated response. There is no way to do this, so they are trying to just keep the money. I purchased insurance on the account, which apparently meant nothing. I'll be requesting a paypal chargeback if this is not resolved soon.

I'm so sorry to hear about what happened with your order. We give all buyers 72 hours after account transfer to fully secure the account, and this is where you have an opportunity to ask for the recovery info of the account so you could fully secure it. If there any doubts, you could have cancelled the order or raised a dispute that the account is incomplete.
As for asking the game publisher for a correspondence, let me assure you that it's very possible. We've had successful refunds just this week and the buyers all went through Jagex's email support. You can also get them from their Twitter support. Please note that buying insurance still requires submitting compelling evidence for your case; the disclaimer is on the site when buying an insurance package for your order:
