They never give the rates. They only want to call you first.

I don't want a bunch of phone calls wasting my time
People want to see rates. I know you want to help your clients get business, but you need to find a happy medium so you don't alienate consumers. For example, you can show a rate chart without including whose rates your quoting. That would give me incentive to take the phone calls until the company with the best rate calls me.
