Dottech.org is a great site for anyone with an interest in computing, particularly those without the specialist technical understanding that many tech sites assume.
There are reviews and comparisons of (mostly free) software, tips and tricks to make your computing experience easier and more enjoyable, and "heads-up" notifications about commercial software giveaways.

In addition to the site's author (Ashraf)'s articles, there is also a good community of people who publish articles under the "CC" (Community Content) label, as well as providing useful and interesting information in the comments found below each topic.
