Is it common practice to deduct money from someones account for an order then pend the order until costumer sends a copy of their license and cc.

We find that there was a payment risk for your order, to protect customers from unauthorized charges, verification from the buyer is requested. Please do not worry, your personal information is only for the purpose of protecting customer's online payment, it is strictly confidential. And we just need part of your information for the verification, you could cover the other part that isn't requested.
