I cannot respond to that question without having an accurate and up to date IMEI Check report, since we need to know from which Network an iPhone got blacklisted and the blacklist reason. For the iCloud, we can provide an eBook which contains information of how to properly contact Apple and the Original Owner to persuade them for removing the iCloud lock, since only those two can remove an iCloud Lock. I highly suggest doing a full iPhone IMEI Check to both of your iPhones (You can do it through our Home Page).
