Is Top Bet a scam or a legit company?

Personally, the entire site is a scam - you can deposit into topbet.eu, but you can never withdrawal, as they then inform you that you have a 40 factor rollover to bet through... this is what i just got today after completing all the paperwork for a measly $442 withdrawal from my account:

Top Bet is a scam. They gladly take your money, but then do not return it when you ask for it. Sounds like scam to me.

At this time I would say it is a scam as I have been waiting almost 1 year for my money.
