Hi. I don't know how they can do that, but they do. They did that to me for an item where they sent the WRONG item. I did NOT ask for a refund, but they instantly gave a PARTIAL one soon after I left a ticket that wrong item had been sent. They only refunded the BID amount, NOT the shipping when it was 100% their fault. That case is still open due to extended circumstances surrounding what they did overall.
