What is your return policy

Why when i go to track my package it is still sitting in the same place? if the merchant says that it is on its way should not it have been on the move? every since may 31 it has been in the same place. china. in about a week and a half i will be moving to another city and i doubt that i will even have the package then. i am so pissed.
