It is clear and does not feel stiff or sticky on the brows.

With regard to the container appearing empty, the formulator weighs each tube to ensure that 3 mL of serum is filled to maximum capacity. The suction inside the container, the viscosity of the fluid and the surface tension prevents the fluid from appearing runny. We have had luck turning the tube upside down a few times before using it. Do this in lieu of double dipping or pumping the brush. Best to email customercare@nulastin.com so you can be better served.
