What should I do, if I sent money to the exchanger to get Payza, but exchanger stole the money? As I can see Neteller does not have dispute process between merchant and customer as PayPal have. What is the reason of using Neteller then? If I can not just buy something online without being robbed. Anyone accepting Neteller can had me and stay untouched.

I am going to say they are probably crooks Igor... and sadly you might have to cut your losses.
