Hi, How do I confirm that the forex broker is a fraud? So that I can go with chargeback process.

First check with your national financial regulator, or one on this list: https://mychargeback.com/advice-for-scam-victims/list-of-financial-regulators/
The FCA (in the UK) and ASIC (in Australia), in particular, maintain comprehensive lists of unlicensed forex brokers on their websites.
If the broker in question is not licensed to serve clients in your own country then it is operating illegally.
