I have a dachshund-mix from a shelter. Adopted when one, now four y/o. Bites everyone but me. Badly. Can you help?

Ii'm wondering why the sit, stay command isn't used like during leashing and going to the door? Stay solidifies pup is supposed to stay in the sit.
