How long does it take for you to answer an open ticket regarding billing refund?

I got an answer from the company in less than 24 hours and they said a full refund is going to be made within 7 - 10 business days in my account.

I cannot find the user name or password for the account I inherited at work. And so can't get to the dashboard. Of course you can't talk to a human.
My account is not linked correctly...All my publications are missing
No one gets back from customer service. Tickets can't be created - when I input info & hit submit it just whirls round and never completes submission.
