If you mean that it is just Locked, certain requirements should be met in order to be eligible for an unlock. You can use our SIM-Lock removal request service, to make a full IMEI Check to it, find its Contract, Warranty, Financial (And much more checks) status, find if it is eligible for their unlocking policies, and then request from them a SIM-Lock removal.
