Sales tax is charged in the states where the seller lives or stores the product. Many overseas sellers neither live or store inventory in the US, thus they don't legally need to charge sales taxes. You'll need to contact the seller to see if taxes are required from your city and state.
Hi Claire, I've received an email saying you've asked about my experience using ioffer. Paypal is the ONLY way to make a payment; otherwise, if things don't work out you won't get your money back.
Some sell real product, but very few. Mostly fakes. I have bought knock off purses that are great fakes and some not so good ones.
Your only protection is if you pay with PayPal. It's written in the contract. If you pay directly using your credit card you have absolutely no protection if you don't receive item or its faulty. The credit card companies do not have any staff who investigate such matters as lost or faulty items.

Hi Chelsea, If you must use ioffer (I've received some goods; too big, too small; poor quality, and chuanqi88shijie163 (3636) still has the products I bought (4 belts) plus my $115. Yes, he is a thief. If you must buy then Paypal can get your money back if they don't deliver.
