I was able to get the #4.95 (or whatever the amount was) by threatening to report them, but they kept $1.99, don't know why.
You have the answer right here. I'm pretty sure you can check your credit report for free at experian.com. You have to pay for your score, tho. One way or another they gotcha.
They can't even aggregate public records properly, what are you worried about?
