You will have to inform AT&T USA to remove the Blacklist Status of your iPhone and assuming that your iPhone is out of contact, you can order an AT&T USA CLEAN Unlock service. If your iPhone is In-Contract, you will have to order the Premium AT&T USA iPhone Unlock service.
