I got a postage due invoice from the post master for $11.90. i either paid for shipping or it was free, so why am i being charged nearly $12 now?

I'm having trouble with hollar's shopping cart. every time i add a 2nd item, it replaces the first and i lose the first item i added. is this common? i've tried using different browsers and it seems to be the same issue over and over.
