I'm reading a lot of bad reviews, makes me nervous. I hope my mom gets the flowers I ordered. I paid more than I expected for 4 hour delivery. Can I be reassured that this company will follow through? I will be happy if she just gets flowers I ordered delivered today, before she leaves work.

No. I do not believe this company will follow through. They cancelled my order because of the delivery date not working, and now, the same bouquet option is no longer available on their website. And a lot of the other reviews state they are quick to cancel your order, and do not delivery on the promised date, causing many individuals to request a refund altogether. I'd go elsewhere.
