Answer:

Yes, they are! It's a robbed businesses model ( take fees => ban => wait for a nextone and so on...) I notice some racism (they hate Ukrainians). Doubled fees, fake people are bidding without payment need to relist ( it's take over 1 month, but domain renewal comes). Don't use it! Stay away!
