Why are profiles that were removed for fraud allowed to return with the same photos and numbers?

I reported an agency running over 30 duplicate profiles, all using the same photos, verification videos, and numbers. These profiles included names like Polina, Karolina, Bianca, Katerina, Mia, Diana, Diana1, Diana2.

(This very specific ad had 5 different girls from the same entity, and all of them had a practice of sending a girl that the client doesn't know even exist. Same was reported for the currently live ad)

Phone numbers used across these profiles included:

They all followed the same scam pattern: you agree to meet one person, they send someone entirely different—bait-and-switch.

Theresa from your support team acknowledged my report and confirmed removal of 30+ profiles.

Yet within a week, the same agency was back—with the same media and numbers, just new names.

I resubmitted all evidence: screenshots of chats, profile links, phone numbers, connection to earlier profiles. This time, your agent Nela claimed it wasn’t enough to act—even though it was identical to the report that previously got those ads removed.

If these were removed once for fraud, why are they allowed to return again and again?
