If the ticket is Not delinquent, you can renew without issue and pay the ticketing authority directly in Floria, California, and Maryland. If the ticket is delinquent, you would pay the ticket along with your registration fee at the time you renew if you are in California. In Florida and Maryland, a hold or flag would be placed on your registration which means you cannot renew and you must pay the delinquent ticket first before you can renew.
