I noticed the split between eBay and PayPal and with that an obvious decline in the operations and functionality of the company. Customer service associates at eBay lost all decision making ability compared to my history with them. Has eBay been left out to pasture by PayPal?

It has nothing to do with the PayPal split.
Ebay is becoming too big for its britches.
They stabbed too many sellers in the back and they are leaving in droves.
Ebay loves to bite the hand that feeds them.
