Because there isn't anything lower & I'm polite enough not to put what I think,
I wouldn't bother - I cc'd him into every single email and NEVER received a response, not even an acknowledgement. It's true what they say - the ethos of a company starts from the top - why should the inexperience/useless phone answerers be bothered if the boss doesn't care what they say or do/don't do? I finally got my refund through sheer persistence - emails AND phone calls. Of course, no recompense for my time or phone costs... Good luck!
